Culebra, an island 23 miles from the Puerto Rico mainland, is particularly vulnerable to power outages because of distribution lines that operate on the ocean floor. After Hurricane Maria, the local fire station was operating on intermittent power from their diesel generator for more than 1 year. Residents of Culebra rely on medical, food, and gas resources from the Puerto Rico mainland, which was significantly hindered after the storm
